Because CA is filled with idiots that elect morons into government positions and vote for stupid crap.
Talking on a cell phone and driving at the same time isn't a problem. It's no different than having a conversation with someone who is sitting next to you in the car. It's the idiots that can't pay attention while they're driving - that's the problem.
